2021-01-05
Under Cap. 599F, Clubhouse can be operated in 50% of the designed capacity of the room.

And under Cap. 376, “club” (會社) means any corporation or association of persons formed for the purpose of affording its members facilities for social intercourse or recreation and which—
(a) Provides services for its members (whether or not for the purpose of gain); and (b) Has a club-house of which only its members and their accompanied guests have a right of use. “Club-house” (會址) means any premises or part thereof exclusively set aside for use permanently or temporarily by a club and its members.

With reference to the above legislations, regarding to HKCBA holding mixed-team trial event in club-house, our voluntary lawyer’s view is that with proper access control (i.e. only invited members are allowed access), with capacity not exceeding 50% of the designed capacity of the room, with the canteen closed and with control measures (masks, temperature checks, and posting the “Leave Home Safe” QR code(安心出行)) implemented, the trials may go ahead.

Apart from the requests by law, HKCBA has also carried out the following actions to minimise the risk of COVID19:

1) We have used the service of Germagic (https://www.germagic.com/tc/) to spray the clubhouse, washroom and roof on Jan 4, 2021, and the effect will last for 3 months.
2) Cleaner will clean the venue everyday after the tournament.
3) Screen will be used throughout the game to minimise connection between players.
4) Only directors and “line-up” players can stay on 20/F of the clubhouse.
5) No food is allowed in the clubhouse.
